FLETA Strategic Plan 2008 – 2012

Vision

Accreditation of Federal Law Enforcement Training promotes excellence in law enforcement operations.

Mission

To enhance the quality of Federal Law Enforcement by establishing and maintaining a body of standards to protect the effective and efficient use of resources for Federal Law Enforcement Training;

To administer an accreditation process based on those standards; and

To ensure compliance and provide assistance with the accreditation process in order to instill public confidence in Federal Law Enforcement.

Long Term Performance Goal

Accredit all Federal Law Enforcement Training.

Strategic Goals

Strategic Goal 1: Implement the Federal Law Enforcement Training Accreditation process.

Strategy 1.1: Strengthen the posture of Federal Law Enforcement Training Accreditation throughout the Federal government.

Strategic Objective 1.1.1: Develop a comprehensive strategy to educate and inform senior leaders and training officials within the Federal Law Enforcement community. OPR: FLETA Office of Accreditation (OA)

Define both agency and government Return on Investment (ROI) for accreditation.

Communicate with Congressional Committees, Members and others concerning the accreditation processes, benefits, and successes.

Strategic Objective 1.1.2: Explore independent status for the FLETA Office of Accreditation. OPR: FLETA Board

Strategic Objective 1.1.3: Identify new mechanisms to recognize and reward agencies achieving and maintaining accreditation. OPR: FLETA Board

Strategic Objective 1.1.4: Participate in Law Enforcement Conferences for the purposes of networking, identifying best practices and educating the community about FLETA. OPR: OA

Strategic Objective 1.1.5: Explore accreditation for alternative training methods (i.e. on line training and life-long learning) and develop an implementation proposal. OPR: OA

Strategic Objective 1.1.6: Develop accreditation procedures and standards for all training provided to personnel holding national security professional positions. OPR: OA

Strategy 1.2: Ensure an effective infrastructure is in place to support the accreditation process. OPR: FLETA Board, OA Executive Director

Strategic Objective 1.2.1: Provide training to new FLETA board members about the philosophy, history and operation of the FLETA Board and OA. OPR: OA Executive Director.

Strategic Objective 1.2.2: Review and update FLETA Bylaws to ensure current operational requirements are met. OPR: FLETA Board, Bylaws Committee

Strategic Objective 1.2.3: Prepare and publish FLETA Board policies and procedures. OPR: FLETA Board, Bylaws Committee, OA Executive Director

Strategic Objective 1.2.4: Prepare and publish FLETA Office of Accreditation policies and procedures. OPR: OA Executive Director

Strategic Objective 1.2.5: Conduct a third party evaluation of FLETA accreditation process to ensure FLETA maintains the highest standards for professional law enforcement training and identifies best practices. OPR: OA Executive Director

Strategic Goal 2: Create a National Clearinghouse for Federal Law Enforcement Training best practices.

Strategy 2.1: Expand accreditation manager communication network resources. OPR: OA and Accreditation Coalition

Strategic Objective 2.1 1: Ensure an effective web-based infrastructure is in place to support publication of best practices to educate the accreditation community. OPR: OA

Strategic Objective 2.1.2: Establish a central repository for best practices and maximize accessibility. OPR: OA

Note: Best Practices are defined as a policy, practice, or procedure that is likely the most efficient (least amount of effort) and effective (best results) method for meeting the FLETA accreditation standards. Best Practices are successful at improving/delivering outcomes for a particular agency and may have the potential for achieving process improvement for other agencies as well. Best Practices may be found in areas that improve Federal Law Enforcement Training efficiency, effectiveness, enhanced safety, cost-avoidance or savings.

Strategy 2.2: Sponsor and encourage increased interaction among Federal law enforcement trainers to enable cross-fertilization and sharing of knowledge, policies, procedures, lessons learned and best practices. OPR: OA
