Academy vs Program accreditations

Does an agency need to go through Program accreditations if they have received their Academy accreditation already??? The process is terribly redundant, repeating many of the ISCR folders from the Academy for each program. Is there any value to repeating the process with the same standards if an agency has already completed the Academy accreditation successfully?
There is a need for separate accreditations because there may be instances where a program is offered without an Academy. Then the program accreditation as developed is fine. However, to do both is time-consuming and has little value-added if you are complying with FLETA standards for your Academy and develop your program under those guidelines.

The Duplication of Files ruling that was posted on April 23 has created some confusion with some of us. We thought the purpose of the new ruling was to eliminate the massive, repetitive reproduction of the same files (DACs and Supporting Evidence) AND to eliminate another team of assessors reviewing the already approved DACs. Many of the 60 program standards, such as Copyright, EPA, OSHA, Orientation, Lesson Plans, etc. appear to be addressed by Academy DACS and do not need program-specific DACS and Supporting Evidence. In fact, it appears that most of Chapter 1, 2, 3, and some of Chapter 4 could be covered by Academy DACs. Besides saving a couple trees, there is the waste and possible conflict of another set of assessors reviewing the same, already approved DACs, and not agreeing, even though Academy Accreditation has already been awarded.
How are the rest of the agencies who are working on their second or more accreditation documenting their folders to address the duplication ruling?
