FLETA Standards Revisions -- Revision Notice 2005-1 (dated 03/22/07)
The following standard revisions were made by the Federal Law Enforcement Training Accreditation Board at their March 22, 2007 meeting. The revisions are effective as of this date.
Technical Change - Technical changes are minor changes designed to improve the accreditation standards, using more appropriate words or grammar. Technical changes do not change the intent or expectation of the standard. A technical change should not cause an agency to change a business process.
STANDARD: 1.05.01 - Change: Remove the “objective to test linkage” requirement since it is covered 4.03.04.
STANDARD: 1.05.02 - The standard requires a, “A DAC establishes a student performance recordkeeping system that includes:
- A complete record of all training evaluations (grades / scores) and an indication of whether the program was completed
- Either Satisfactory / Unsatisfactory is recorded in a permanent record
Change: Add the words “final results” to the requirement - A complete record of all training evaluations (grades / scores / final results) and an indication of whether the program was completed
Remove the “- Either Satisfactory / Unsatisfactory is recorded in a permanent record” requirement since the records will include the students final results.
Clarifying Change – Clarifying changes are designed to make the intent of the standard more understandable, effective, easier to administer or free from confusion. A clarifying change may cause an agency to change a business process.
STANDARD: 1.08.02 - Change: Add the word “applicable” to the standard. The standard will read: “The Applicant has a DAC establishing a health screening process for students participating in applicable programs.”
STANDARD: 2.03.01 - Change: Add the word “processes” to the standard. The standard will read: “The Applicant establishes processes, criteria and supervisory documented quality checks of instructor preparations, class presentations and results.”
1.05.01
The Applicant establishes and maintains a recordkeeping system for the program content. For each iteration of the program, files include:
- Curriculum content (syllabus, lesson plans and other training materials)
- A listing of all instructors and other instructional personnel indicating the actual class in which each presented or participated
- Inclusive dates the program is conducted and actual dates and times when each segment of training occurs
- Roster of participants in each iteration
- Performance measurement instruments (practical exercise and/or written tests and keys)
- Results of student evaluations
- Location
Compliance Indicator:
Evidence of compliance includes schedules, rosters of students, instructors, lesson plans and copies of evaluative reports for each presentation of the program.

1.05.02
A DAC establishes a student performance recordkeeping system that includes:
- Rosters documenting enrollment and attendance of all course participants
- A complete record of all training evaluations (grades/scores/final results) and an indication of whether the program was completed
- Written documentation of course completion and/or qualifications obtained is provided to each student successfully completing the training program/course
- Documentation of any exceptions or waivers requested or granted
- Verification of physical abilities either as a prerequisite or as a final qualification
Compliance Indicator:
A copy of the policy is on file. The file includes topics of instruction, number of hours of instruction in each topic, and student grade for each topic or topical area. Sample records and transcripts are available for review.

The Applicant has a DAC establishing a health screening process for students participating in applicable programs.

The Applicant has a documented process or may rely on the student's agency to provide documented relevant health information.

2.03.01
The Applicant establishes processes, criteria and supervisory documented quality checks of instructor preparations, class presentations and results.
Compliance Indicator:
Documented administrative controls provide the guidelines for conducting instructor assessment and feedback. The Applicant provides sample assessment forms. The Applicant describes the methods and frequency used to assess instructors’ technical and instructional skills.
