Billy McLeod
Mr. McLeod joined the Office of Accreditation as a Program Manager in February 2010. He began his law enforcement career where he served 9½ years in the U.S. Coast Guard active duty and reserves. He specialized in maritime anti-terrorism, port security, and force protection and made two deployments to the Middle East as part of a port security unit. He was detailed as an instructor at the U.S. Coast Guard Special Missions Training Center, Camp Lejeune, NC, where he taught small boat combat tactics.
Mr. McLeod joined the Federal Law Enforcement Training Center (FLETC) in Glynco, GA, in 2004 where he served as a Senior Instructor in the Driver and Marine Division, Marine Training Branch. He developed and oversaw all aspects of the Boat Operators Anti-Terrorism Training (BOAT) program, as well as serving as a senior instructor in the Marine Law Enforcement Training Program (MLETP), Inland Boat Operators Training Program (IBOT), and periodically the Law Enforcement Instructor Training Program (LEITP). Additionally, he assisted with various driver instructor training programs when called upon.
Mr. McLeod remains an accomplished licensed Merchant Marine Captain. As a captain, he has commanded vessels in the Gulf of Mexico, Caribbean, Intra-Coastal Waterway (ICW), and western rivers. These vessels have included 195’ Offshore Supply Vessels (OSV) delivering supplies to the oil rigs in the Gulf of Mexico, oceangoing tugs towing bulk commodity barges from Tampa to the Grand Cayman Islands, and pushing barge tows that extended up to 1,200 feet long and 105 feet wide along the Intra-Coastal Waterways and rivers.
Mr. McLeod participated in the accreditation of numerous FLETC divisional and center-wide programs. He also served as an assessor for the Federal Law Enforcement Training Accreditation Board. Additionally, he has served as an adjunct instructor for the United States Merchant Marine Academy’s Global Maritime and Transportation School (GMATS).
Mr. McLeod has a Bachelor of Science degree in Criminal Justice from Troy University and is working on his Master's Degree in Post-Secondary Education with a focus in Criminal Justice.
