Billy McLeod accepts position as the Chief Learning Officer for the DoD’s Defense Contract Audit Agency (DCAA) in Atlanta, Georgia

Billy McLeodAfter more than nine years of service to theFederal Law Enforcement Training Centers (three of those assigned tothe FLETA Office of Accreditation), FLETA Program Manager Billy McLeodhas accepted a position as Chief Learning Officer for DoD’s DefenseContract Audit Agency (DCAA) in Atlanta, Georgia. 

Beginning October 6, 2013, Mr. McLeod will take the helm as theChief Learning Officer for the Defense Contract Audit Agency where hewill have oversight and leadership for all levels of training for theover 4,000 employees. The Defense Contract Audit Agency (DCAA) providesaudit and financial advisory services to Department of Defense (DoD)and other federal entities responsible for acquisition and contractadministration. In FY 2012, DCAA examined over $150 billion incontractor costs and issued over 6,700 audit reports. Overall, DCAA’sefforts resulted in $4.2 billion in net savings to the government—thehighest in Agency history.

Mr. McLeod joined the Office of Accreditation as a Program Managerin February 2010. As a key member of the OA, Mr. McLeod led manysignificant projects on behalf of the FLETA Board. Some of the projectsincluded the redesign of the Assessor Training Program, FLETA’sflagship program that qualifies assessors to perform assessments onbehalf of the Board; the development of a Team Leader Training Programthat provides qualified assessors the hard and soft skills needed tolead a dynamic team of personnel from different federal agencies andareas of expertise; and the research and development of an onlineportal that will provide the platform for online self-assessments,sharing of model practices, refresher and other training, and an areafor the FLETA Board to communicate and perform Board-related work. Aspart of his day-to-day responsibilities, Mr. McLeod worked closely withthe executives of the FLETA Board on a myriad of issues includingoversight and management of the FLETA Standards. Most recently, Mr.McLeod conducted and led the analysis of two programs from twodifferent agencies to identify return on investment and return onexpectations. Mr. McLeod’s work demonstrated how agencies can measurecritical returns on training that will assist with strategic andbudgetary planning.

Mr. McLeod joined the Federal Law Enforcement Training Center(FLETC) in Glynco, GA, in 2004 where he served as a Senior Instructorin the Driver and Marine Division, Marine Training Branch. He developedand oversaw all aspects of the Boat Operators Anti-Terrorism Training(BOAT) program, as well as serving as a Senior Instructor in the MarineLaw Enforcement Training Program (MLETP), Inland Boat OperatorsTraining Program (IBOT), and periodically the Law EnforcementInstructor Training Program (LEITP). Additionally, he assisted withvarious driver instructor training programs when called upon.

Mr. McLeod remains an accomplished licensed Merchant Marine Captain.As a captain, he has commanded vessels in the Gulf of Mexico,Caribbean, Intra-Coastal Waterway (ICW), and western rivers. Thesevessels have included 195’ Offshore Supply Vessels (OSV) deliveringsupplies to the oil rigs in the Gulf of Mexico, oceangoing tugs towingbulk commodity barges from Tampa to the Grand Cayman Islands, andpushing barge tows that extended up to 1,200 feet long and 105 feetwide along the Intra-Coastal Waterways and rivers.

He began his law enforcement career where he served 9½ years in theU.S. Coast Guard active duty and reserves. He specialized in maritimeanti-terrorism, port security, and force protection, and made twodeployments to the Middle East as part of a port security unit. He wasdetailed as an instructor at the U.S. Coast Guard Special MissionsTraining Center, Camp Lejeune, NC, where he taught small boat combattactics.

Mr. McLeod has a Bachelor of Science in Criminal Justice and aMaster's Degree in Post-Secondary Education with a focus in CriminalJustice from Troy University.
