Captain Randall “Randy” Brown assumed command of the Coast Guard’s Maritime Law Enforcement Academy (MLEA) in Charleston, South Carolina on 16 July 2021.  He is responsible for overseeing the MLEA’s mission to annually train over 8,500 students in the safe, legal, and professional enforcement of U.S. laws throughout the maritime environment.

Born and initially raised outside Detroit, Michigan, Captain Brown’s family re-located to Palm Harbor, Florida, where he attended high school and was accepted into the U.S. Coast Guard Academy.   In 1998, he graduated from the Academy with a Bachelor of Science in Management.

Captain Brown’s prior operational assignments include:  Deputy Sector Commander of Sector St. Petersburg in St. Petersburg, FL from 2015–18; Response Department Head at Sector Baltimore in Baltimore, MD from 2010–13; Operations Officer at Group Charleston in Charleston, SC from 2003–06; and Deck Watch Officer onboard CGC DURABLE homeported in St. Petersburg, FL from 1998–2000.  As the Deputy Sector Commander for Sector St. Petersburg, Captain Brown served as the Alternate Captain of the Port, Officer in Charge of Marine Inspection, Federal On-Scene Commander, and Search and Rescue Mission Coordinator.  He oversaw the safe execution of the Sector’s missions of marine inspection, investigations, waterways management, compliance, search and rescue, homeland security, environmental protection, living marine resources, and law enforcement.

Captain Brown’s prior staff assignments include:  Executive Officer of Training Center Yorktown in Yorktown, VA from 2019–21; Executive Assistant to the Coast Guard’s Director of Law Enforcement, Security, and Defense Operations in Washington D.C. from 2013–15; Performance Consultant and Training Specialist for the Force Readiness Command in Washington D.C. from 2006–10; and as a Law Enforcement Officer for the District Seven Office of Law Enforcement in Miami, FL from 2000–03.  As the Executive Officer for Training Center Yorktown, Captain Brown led one of the largest units that designs, develops, executes, and evaluates performance-based training for eight Petty Officer rates, advanced technicians, and senior leaders.  Additionally, Training Center Yorktown provides resident and non-resident international training to thousands of students and strategic engagement with our international partners across the globe. 

Captain Brown is a 2019 graduate of the U.S. Army War College’s School of Strategic Landpower in Carlisle, PA, where he earned a Masters of Strategic Studies.  He is also a 2006 graduate of Florida State University in Tallahassee, FL, where he earned a Masters of Science in Instructional Systems and a Performance Analysis Certificate.

Captain Brown’s military awards include two Meritorious Service Medals, six Coast Guard Commendation Medals, two Coast Guard Achievement Medals, the Advanced Boat Forces Operations Insignia, and numerous unit and team awards.

CAPT Brown is married to the former Rachel Soyke of Palm Harbor, Florida.  They have two children, Nolan and Myla.
